Devin Whalen

Devin Whalen brings experience strengthening enterprise-wide efforts through structured execution, workflow improvement, and cross-functional alignment within complex, multi-site environments. Over the course of her tenure at Encore, she has led acquisitions, regulatory compliance, facilities and medical equipment oversight, and core support operations, driving cross-functional coordination, risk mitigation, and disciplined project execution across the organization.

Her work has focused on establishing the structure, sequencing, and accountability required to implement strategic priorities effectively and support Encore’s continued growth.

As Chief of Staff, Devin partners with CEO Bo Iler and the Senior Leadership Team to lead the execution of the company’s most critical initiatives. She oversees enterprise project governance, aligns cross-functional teams, and ensures leadership decisions translate into measurable progress across the network.

Prior to joining Encore, Devin worked in operations and strategic planning across financial services and higher education, focusing on operational improvement, reporting discipline, and regulatory compliance. She earned her MBA in 2018.

Devin lives in Saratoga Springs, NY with her husband, Matt, and their two sons, Liam and Patrick. They also have two cats, Finnbar and Moose, who used to rule the house before the kids came along.
